Information on Volunteer Opportunities in Orange County, our Speakers Bureau, upcoming requests for proposals (RFPs) and invitations for bids (IFBs) are available in this section.

The Office on Aging promotes the concept of volunteer involvement among older adults as well as from public and non profit agencies in Orange County. By collaboratively working with our community, we have developed a list of volunteer opportunities currently available in many organizations.

Our Speakers Bureau offers free speakers for groups of twenty or more on various aging-related topics.

The Office on Aging receives tax dollars to fund various community programs that support older adults. Periodically, we publish Requests for Proposals and Invitations for Bids to agencies interested in providing these services.

Senior Meals Program

Application Information

The Senior Meals Program will provide support to non-profit organizations within Orange County that suffered negative economic impacts due to COVID-19, by providing a one-time award of $20,000 to one qualifying applicant per Supervisorial District within Orange County.

Awards will be granted based on the eligibility criteria listed below and will be prioritized based on the applicant’s ability to serve the most vulnerable seniors and those disproportionately impacted by COVID-19 within the targeted service area. Only one organization will be awarded for each Supervisorial District to ensure countywide service coverage. There will be a total of 5 awards of $20,000 each under this application process.  Awardees will be selected by an independent review panel.

Grant applications will be accepted from January 31, 2022 at 8:00 a.m. PST through February 7, 2022 at 5:00 p.m. PST.  Only electronic applications submitted to the Office on Aging by email will be accepted.  Applications should be emailed to areaagencyonaging@occr.ocgov.com

Awardees will be able to utilize program funds toward eligible expenses incurred from the date of County contract execution through September 30, 2022, if other relief program funds are not received for the same expenses.

  3. Equity for targeted population
ELIGIBILITY
  1. Applicants must be currently providing nutrition services to the targeted service population (60+) within Orange County.
  2. Applicants must provide a clear narrative on the impacts COVID-19 have on their programs.
  3. Nutrition services proposed under this program must be provided as a response to the COVID-19 pandemic. Services under this program include, but are not limited to:
    1. Home-delivered meals
    2. Grab and Go meals
    3. Onsite meals*
  4. Applicants cannot use program funds for expenses already covered by any other source.  Services and activities under this program must be distinct and separate from other programs. If the proposed program is already funded, regardless of funding source, you may not “double dip” by using these Senior Meals Program funds to pay or offset cost of the same services/ items. The proposed use of these Senior Meal funds should be for an expansion of services or a new initiative. For example, if the applicant already receives funding to support providing 100 meals per month, funds can’t be used to pay for any part of these hundred meals. Applicant would need to propose providing additional meals or enhancing the program in some way.
  5. Applicants must be able to fully expend $20,000 award by September 30, 2022.
  6. Applicants must not be currently receiving federal funding under Title III for elderly nutrition services.
  7. Applicants must register its organization/D-U-N-S Number at SAM.gov/search and ensure all D-U-N-S information is up-to-date and the D-U-N-S number is "active", and in good standing prior to the execution of a contract. The D-U-N-S (Data Universal Numbering System) number is a unique, 9-digit identifier issued and maintained by Duns & Bradstreet (D&B)  that verifies the existence of a business entity. The D-U-N-S number is needed to coordinate with the System of Award Management (SAM) that combines Federal procurement systems and the Catalog of Federal Domestic Assistance into one new system. 

*Onsite meals can only be offered to program participants in feeding sites that follow strict health and sanitation measures to mitigate the spread of COVID-19. All staff and volunteers within the program must adhere to Federal, State, and local health and sanitation guidelines, including vaccination and testing mandates.

 

 

FUNDING

Funding for the Senior Meals Program comes from the Consolidated Appropriations Act (CAA). This funding is intended for nutrition services and activities (like delivered meals and food boxes) as part of the local effort to assist seniors (60+) who are impacted by the COVID-19 pandemic. The maximum program administration cap is 10% of the awarded funds for each awardee.

INVOICING
  1. Cash advance is available for awardees upon request. Cash advance is limited to 1/5 of the total awarded funds.
  2. Awardees must provide backup documentation with each invoice submission. Backup documents include but are not limited to subcontractor invoices, client count report, and general ledgers.
REPORTING

Activities and services provided under this program will need to be reported to the Office on Aging monthly. Data points collected under this program include, but are not limited to the following:

  • Unduplicated clients served
  • # of meals served under each approved nutrition activity
